Conceptual Foundations for Preparing Ukrainian Citizens for National Resistance within the Military Personnel Training System
Abstract
Purpose. To substantiate the conceptual foundations of preparing Ukrainian citizens for national resistance and to determine the directions for its integration into the military personnel training system.
Method. The study employed a systems approach, analysis and synthesis, systems analysis, the structural-functional method, comparative analysis of alternatives, conceptual modelling, elements of strategic planning, and a results-oriented approach.
Results. The key problems in the development of citizen preparation for national resistance and the causes of their emergence were identified. Three development alternatives were formulated: inertial, modernization, and system-integration. The system-integration option was substantiated, and a conceptual model was developed linking the needs of the security and defence sector, requirements for military-trained human resources, categories of citizens, training levels, competencies, programmes, actors, resources, and results assessment. Directions for implementation, expected results, indicators, and resource requirements were determined.
Theoretical Implications. The conceptual foundations of citizen preparation for national resistance were further developed, and its functional place within the military personnel training system was substantiated.
Practical Implications. The results may be used to develop a draft Concept for preparing Ukrainian citizens for national resistance, as well as relevant programme and planning documents.
Originality. A system-integration model was proposed that combines the formation, assessment, and adjustment of training outcomes within a single cycle.
