Benchmarking the Defence Resource Management System of Selected Countries for the Implementation of a Similar Process in Ukraine
Abstract
Purpose: To benchmark the defence resource management systems of the world's leading countries for its further implementation and alignment with similar processes in Ukraine.
Method: Systematic analysis and synthesis, comparison, generalisation, and systematisation.
Findings: The experience of Israel and Turkey in the field of defense resource management was analyzed. The importance of electronic control over material flows for the Israeli Defense Forces was determined. The organization and functioning of the defense resource management system in Turkey were studied, in particular, the role of the Executive Committee of the Defense Industry. The experience of Poland in creating an effective system for preparing the country for defense and responding to military threats was studied.
Theoretical implications: The experience of different countries (Israel, Turkey, Poland) in the field of defense resource management is generalized. Key factors for successful defense resource management in the face of modern geopolitical challenges have been identified.
Practical applications: The introduction of experience in electronic control over material flows for the management of defense resources of the Defense Forces of Ukraine is proposed. Ukraine is recommended to take advantage of Turkey's example in the development of the defense-industrial complex. The importance of studying the experience of post-socialist countries (in particular, Poland) for the transformation of the defense planning system in Ukraine is noted.
