Modernization of Ukraine’s Defense-Industrial Complex under Wartime Challenges: Problems, Prospects, and Strategic Priorities
Abstract
Purpose: To analyze the current state and key challenges of the modernization of Ukraine’s defense-industrial complex under conditions of ongoing military aggression and to substantiate strategic priorities for its development aimed at strengthening national security and defense capabilities.
Method: The study is based on a comprehensive methodological approach that includes analysis and synthesis of scientific literature, comparative analysis, system analysis, logical–structural analysis, and examination of regulatory and legal documents governing the security and defense sector of Ukraine.
Findings: The study identifies systemic problems in the functioning of Ukraine’s defense-industrial complex, including outdated production infrastructure, insufficient financing, technological dependence, and limited competitiveness in global markets. The analysis demonstrates positive dynamics in the production of armored vehicles, high-precision weapons, and unmanned aerial systems, while highlighting the persistence of a high share of obsolete weapons and equipment. Strategic priorities for modernization are substantiated, including increased investment in R&D, development of public–private partnerships, expansion of international cooperation, and improvement of management and financing mechanisms.
Theoretical implications: The study contributes to the theoretical understanding of defense-industrial modernization by systematizing approaches to the development of the defense sector under wartime conditions and by expanding conceptual frameworks related to the role of the defense industry in ensuring national security and economic resilience.
Practical implications: The findings may be used by public authorities, defense planners, and defense-industry stakeholders in the formulation and adjustment of state policies, defense strategies, and programs for the modernization of the defense-industrial complex. The results are also applicable in educational and analytical activities in the fields of security studies and defense economics.
