National Interests as a Central Category of the National Security Theory
Abstract
Purpose: The substantiation of the necessity of applying the systematic approach for defining and formulating the national interests as a condition for ensuring the national security and strategic stability of the state.
Method: theoretical analysis, comparative law method, graphic modeling.
Results of the research: As a result of the analysis, it has been found that there are some certain gaps in the national legislation of Ukraine in the context of ensuring the national security. They are caused by the fragmentation of the list of the national interests, the unsystematic nature of the basic terminology and security spheres, and the unclear distribution of responsibility for protecting national interests. It makes the risks for the strategic planning, as the uncertainty in the areas of responsibility makes it difficult to respond to the threats and ensuring the national security and strategic stability of the state.
Theoretical implications: The scientific novelty of the study is the following: a) the substantiation of the dichotomy “long-term interests – transient threats” as the methodological basis for the strategic planning; b) the determination of the significant gaps in the Ukrainian legislation in the field of the national security; c) the development of an interest-centred approach to the national security based on a) and b), which differs significantly from the traditional threat-centred approaches.
Practical implications: The results of the study may be useful for the politicians, lawyers and experts in the field of the national security, and may also serve as the basis for the further research in this area.
Value: This study not only reveals the key role of the national interests in ensuring the national security of the state, but also proposes the interest-centred approach that is radically different from the traditional threat-centred models. This study is aimed at changing the very paradigm of the national security – from responding to the threats to the proactive formation of the interests as the basis for the survival and sustainable development of the state.
