Analysis of Factors Influencing the Level of Preparation of the Armed Forces of Ukraine for the Defense of the State
Abstract
Purpose. Theoretical substantiation and structuring of the system of factors that determine the level of preparation of the Armed Forces of Ukraine for the defense of the state, as well as the formation of scientifically based approaches to the development of their capabilities.
Method. Includes general scientific methods of analysis and synthesis, comparative analysis, systematization and classification in combination with a structural-functional approach. The selection of factors was carried out on the basis of the decomposition of the Armed Forces training system as a complex open system and the analysis of its interaction with the security environment. The list included factors that influence the formation of capabilities, determine resource limitations or development opportunities, and also determine the transformation of training priorities.
Practical implications. The main results of the article are the systematization of factors affecting the level of training of the Armed Forces, the identification of the nature of the relationships between them and the clarification of their impact on the transformation of priorities for the development of military formations' capabilities. The results obtained create a methodological basis for further formalization of these interdependencies and the formation of a system of indicators to support management decisions in the field of defense planning. The practical significance of the research results lies in the possibility of their use for refining approaches to assessing the level of training of the Armed Forces of Ukraine, taking into account the influence of other components of the security and defense sector.
Future research. It is advisable to focus on improving evaluation and control procedures to update training plans in the defense planning process.
