Housing supply for military personnel: current state and prospects
Abstract
Purpose: Analysis of the current state of housing provision for servicemen of the Armed Forces of Ukraine and investigation of prospects for its improvement considering the state of war in the country.
Method: Methods of system analysis, synthesis, deduction and induction, analogy and comparison.
Findings: The main problems of housing provision for servicemen were identified, including insufficient funding, outdated system of legal regulation, numerous waiting lists for housing, and the lack of a regulated concept for housing provision for servicemen of the Armed Forces of Ukraine and their family members outlined in several strategic documents. It is justified that housing provision for servicemen of the Armed Forces of Ukraine is a significant component of the state's social policy, which affects the formation of a positive image of the army and the attraction of new personnel.
Theoretical implications: Enhancing the understanding of the impact of housing provision on social justice, the moral and psychological state of military personnel, and the defensive capability of the state.
Practical applications: The results of the research can be implemented during the improvement of housing policy regarding the provision of housing for servicemen of the Armed Forces of Ukraine, primarily through the development of new mechanisms for housing provision and credit mechanisms.
Value: It reflects the current state of housing provision for servicemen of the Armed Forces of Ukraine, which can be used to improve state policy in this area, and the identified problematic aspects will serve as a basis for conducting new research aimed at increasing the effectiveness of housing policy in Ukraine.
Research limitations: the analysis of the regulatory and legal framework is limited to the period until April 2025, which does not allow for the consideration of possible future changes in legislation regarding housing provision for military personnel. A promising direction for further research is the improvement of the existing or the development of a new regulatory and legal framework for the housing provision of military personnel.
