Analysis of the Factors Influencing the Functioning of the Medical Equipment Support System of the Armed Forces of Ukraine at the Life Cycle Stage – Operation
Abstract
Purpose. To analyze, systematize, and quantitatively assess the factors affecting the efficiency of the medical equipment support system of the Armed Forces of Ukraine during the operation stage and to substantiate an integral criterion for its evaluation.
Method. The study employs systems analysis, logical and mathematical modeling, reliability theory of complex technical systems, mathematical statistics, expert assessment, and an entropy-based approach.
Findings. Administrative-financial, organizational-staffing, logistical, technical-operational, and environmental factors were identified. They were formalized into a system of partial indicators; the use of the Shannon index was substantiated; and an integral efficiency criterion based on Harrington’s desirability function was developed.
Theoretical implications. The scientific and methodological foundations for evaluating the military medical equipment support system were further developed, taking into account fleet heterogeneity and operating conditions.
Practical implications. The establishment of mobile repair and recovery units, the introduction of biomedical engineer positions, LRU-based modular repair, and digitalization of equipment accounting were substantiated.
Originality/Value. The problem of lifecycle desynchronization between wheeled chassis and integrated medical modules was formalized, while destabilizing factors affecting aeromedical evacuation were incorporated into the assessment framework.
Research Limitations/Future Research. The study is limited by the use of publicly available sources. Future research should focus on mathematical modeling of the spare parts, tools, and accessories exchange pool and numerical verification of the proposed criterion.
