Evaluation of the Military Registration System for Conscripts, Persons Subject to Military Service, and Reservists Based on DOTMLPFI-S Components
Abstract
Purpose. To develop, scientifically substantiate, and test an adapted approach to the comprehensive assessment of military registration system capabilities based on a modified DOTMLPFI model, the integral system status index (S), and the concept of results-based management (RBM).
Methodology. The study applies DOTMLPFI capability decomposition at the national, departmental, and institutional levels; the RBM logical framework (Outputs–Outcomes–Impact); multi-criteria assessment using weighted scoring to determine the S index; and cause-and-effect analysis using an Ishikawa diagram.
Findings. The capabilities of the military registration system were decomposed into eight core DOTMLPFI components. The use of S as an integral index of the system’s status was substantiated. A multi-level matrix for the distribution of functions and an algorithm for aggregating expert assessments were developed. Based on data from a district Territorial Recruitment and Social Support Centre (TRSSC), the integral index was calculated at S = 3.41 points, corresponding to a satisfactory status. The main constraints identified were staffing (2.8 points) and professional training (3.0 points). Using a territorial community as a case study, the institutional causes of deficiencies in the quality of primary military registration were identified.
Practical implications. The proposed approach provides a standardized tool for diagnosing and monitoring the military registration system and for substantiating priorities for resource allocation.
Originality/value. The methodological approach to capability assessment was improved by integrating DOTMLPFI, three-level decomposition, and the integral system status index S.
Future research. Further research should focus on the development and testing of an automated software system for assessing the military registration system based on the proposed model.
