Officer Position-Relevant Capability as an Indicator for Selection to Positions in Military Command and Control Bodies

Abstract

Purpose. Improve the methodology for determining the level of training of officers during the selection process for positions in military command structures. This involves clarifying the concept, identifying position-relevant components, justifying a system of sub-indicators, and establishing the procedure for integrating them into an overall indicator based on the functional profile of the position.

Method. Theoretical analysis of doctrinal and regulatory documents; systematization and synthesis of scholarly sources; comparative analysis; functional decomposition of the official duties of an officer in a military command structure; modeling; standardization of partial indicators; and additive aggregation.

Results. The definition of the concept “competence of a military command officer” has been clarified, a system of five  sub-indicators has been substantiated, and a formalized relationship has been developed for calculating the integral indicator, taking into account weighting coefficients, a non-compensatory coefficient of critical fitness, and subsequent interpretation on the Harrington scale.

Practical Implications. The proposed methodology can be used to assess the competence of officers during the selection process for positions in military command structures, to determine their job-relevant capabilities, and to support personnel decisions. The resulting score can be used as a component of a candidate’s comprehensive rating and as an input parameter for subsequent officer assignment decisions.
