Conditions and Factors Affecting the Capacity of Road Border Crossing Points
Abstract
Purpose. To identify and scientifically substantiate the conditions and factors affecting the capacity of Ukraine’s road border crossing points, classify them by origin and degree of controllability, and define conceptual indicators for further assessment.
Method. The study employs analysis, synthesis, systems analysis, comparison, classification, and generalization, together with systems and process approaches. It is theoretical and analytical in nature and is based on the examination of scientific literature and regulatory documents.
Findings. Factors affecting the functioning of road border crossing points were identified and systematized. A classification of eleven factors by origin and degree of controllability was proposed, distinguishing demand-related factors from the system’s resource and organizational capabilities. The need to account for interagency coordination, the operation of adjacent border crossing points, and potential bottlenecks in the control process was substantiated. Conceptual indicators and potential data sources for subsequent quantitative assessment were identified. The study does not establish quantitative effects or the comparative significance of individual factors.
Theoretical Implications. The study advances a conceptual approach to classifying factors affecting border crossing point capacity by combining two independent classification criteria and distinguishing demand, resource capabilities, and operational outcomes. The proposed framework provides a theoretical basis for developing a comprehensive assessment methodology.
Future Implications. Future research should develop and empirically validate a methodology for the comprehensive assessment and forecasting of road border crossing point capacity, taking into account quantitative relationships among factors, their interdependencies, and potential bottlenecks.
