A Multi-Criteria Hierarchical Model for Assessing the Ability of a Border detachment TO Perform Tasks in Conditions of Difficulty Based on the Adapted Approach of DOTMLPFI
Abstract
Purpose. To develop a multi-criteria hierarchical model for assessing the ability of the border detachment to perform tasks in conditions of complexity of the situation based on the adapted approach of DOTMLPFI. The model covers eight components: doctrine, organization, training, material support, leadership, personnel, infrastructure and interoperability, taking into account the specifics of border activities.
Method. System and hierarchical analysis, expert survey to determine weighting factors, normalization of indicators, fuzzy logic for processing qualitative data, Monte Carlo method for modeling uncertainties, as well as computer simulations and monitoring of real training. An integral capacity indicator has been developed as a weighted sum of normalized and adjusted components with degradation coefficients that allow predicting the dynamics of efficiency.
Findings. The results suggest a high sensitivity of the model to the components of training and material support that are critical for direct task performance. Sensitivity analysis confirmed the possibility of identifying unit reinforcement priorities, and the adaptability of parameters ensures the application of the model for different types of units.
Value. The practical value lies in the possibility of using the model for operational planning, identifying vulnerabilities, optimizing resources and increasing the readiness of border units for real conditions, which contributes to effective management in conditions of martial law.
