Application of the Program-Target and Process-Oriented Approach to Defense Resource Management in the System of Shaping Ukraine’s Economic Security
Abstract
Purpose. The article conducts a comparative analysis of program-target and process-oriented approaches to defense resource management in Ukraine to reveal their advantages, limitations, and optimal integration for strengthening economic security.
Method. Applied a comprehensive framework combining document and literature review, systems and comparative analysis, content analysis, synthesis, international case studies, and elements of statistical evaluation.
Findings. The program-target approach offers clear goals and efficient resource use but lacks flexibility. The process-oriented approach ensures adaptability and continuous improvement but requires more resources and coordination. For Ukraine, integration is optimal, though under wartime conditions the process-oriented model is more effective due to its flexibility.
Theoretical implications. Enhances understanding of defense planning as a complex process, aligns management theory with wartime economic needs, and provides a basis for interdisciplinary studies in security, management, and defense economics.
Originality / Value. Delivers a structured comparison of two approaches in wartime, identifies conditions of their effectiveness, and provides insights for improving defense programs and management mechanisms.
Limitations / Future research. The study is mainly theoretical with limited empirical data. Further research should develop hybrid models, test process-oriented planning in practice, and adapt NATO standards to Ukraine’s defense resource management.
