The Scientific and Methodological Framework for Forming a Rational System of State Defense Resource Management

Abstract

Purpose: The purpose of the study is to develop a scientific and methodological framework for building a rational system of state defense resource management. This framework ensures effective planning, distribution, and control of Ukraine’s defense resources, incorporating best practices from foreign countries.

Method: The study employs: Correlation analysis to assess the relationship between macroeconomic indicators and defense expenditures of foreign states. Multi-criteria analysis and optimization methods to determine rational management system structures. Expert evaluation techniques (questionnaires, Pareto analysis, Analytic Hierarchy Process). Construction of generalized and partial indicators for assessing the efficiency of defense resource management systems.

Value: The proposed framework makes it possible to: objectively evaluate the functioning of Ukraine’s current defense resource management system; identify weaknesses and define directions for improvement; conduct quantitative efficiency assessments of systems in both Ukraine and foreign states; justify practical recommendations for enhancing performance and aligning with NATO standards.

Theoretical value of research: The article strengthens the conceptual and theoretical foundations of defense management, offering a systematic methodology for creating a rational defense resource management system. It enriches the academic field of military economics, expands the analytical toolkit for efficiency assessment, and fosters an interdisciplinary approach combining economic and military knowledge.

Originality / Value: Introduces a unified scientific and methodological apparatus that integrates NATO member states’ practices. Proposes a comprehensive system of evaluation criteria, including generalized and partial indicators of defense resource management effectiveness. Offers practical value by enabling real-world improvement of Ukraine’s defense resource management system.

Limitations / Future Research: The study is primarily limited to a theoretical-methodological level and requires further testing in the practice of state institutions. Future research should focus on the development of decision-support models, the improvement of automated defense resource management systems, and testing the effectiveness of proposed methods under real security and defense sector conditions
