Interaction Between Border Details in the Unit’s Area of Responsibility
Abstract
Purpose. To provide a comprehensive substantiation of theoretical foundations and practical mechanisms for organizing interaction between border guard patrols within a unit’s area of responsibility, to identify systemic deficiencies in current practices, and to develop a formalized system of key performance indicators (KPIs) considering contemporary threats, combat experience, and digital transformation requirements.
Method. The research applies a combination of general scientific and empirical methods, including analysis and synthesis of regulatory and scientific sources, and a systems approach to conceptualize interaction as an integrated operational process. Empirical data were obtained through a structured survey of 32 officers of the State Border Guard Service of Ukraine using a Likert scale. Reliability was confirmed by Cronbach’s alpha (α = 0.81). Data processing included descriptive statistics, ranking, and content analysis using MS Excel and SPSS.
Findings. The concept of interaction between border patrols is refined as a coordinated process involving mutual information exchange, support, and shared responsibility. A three-level interaction model (tactical, operational, inter-agency) is proposed. Empirical results indicate a moderate effectiveness level (3.1/5.0), with key deficiencies related to insufficient digitalization, unclear responsibility boundaries, and limited communication intensity. The study demonstrates that the use of unmanned aerial systems reduces response time (8.3 vs. 14.2 minutes). A system of six KPIs is developed, focusing on both process and outcome dimensions.
Theoretical Implications. The study advances the conceptual framework of border security management by formalizing interaction metrics and integrating NATO and EU approaches into the national context.
Practical Implications. The proposed KPIs, digital monitoring tools, and standardized interaction protocols can enhance operational responsiveness and coordination efficiency.
