Architecture of the Strategic Defense Resource Management System: Subject-Object Decomposition and Functional Relationships
Abstract
Purpose. To study the theoretical and methodological foundations and the architecture of the strategic management system for national security resources in order to determine optimal interaction algorithms between state planning, economic resilience, and resource provision for Ukraine's defense sector.
Method. Systemic-structural analysis was applied to define the management architecture, an axiological approach was used to determine the role of national interests, and a comparative analysis of strategic planning models (directive and adaptive) and the experience of leading countries (USA, France, Germany) was conducted.
Findings. A three-stage resource management architecture (preparatory, executive, and control stages) was justified; approaches to public administration were classified (process-documentary, resource-based, institutional-optimization); and the advantages of adaptive planning over directive planning were proven. The triad of security environment determinants (danger, threat, challenge) and key system resilience characteristics—survivability, stability, and resilience itself—were identified.
Theoretical implications. The work clarifies the conceptual and categorical apparatus in security studies, specifically distinguishing between the “national security system” and the “system for ensuring national security”. The understanding of "security through development" as a new paradigm for protecting national interests is deepened.
Practical implications. The results can be used to optimize strategic decision-making algorithms in Ukraine, integrate strategic planning with the budget process following the example of NATO and EU countries, and increase the efficiency of defense industry resource mobilization through intelligent modeling tools.
Originality. For the first time, the architecture of strategic management of security resources is presented as a complex intellectual mechanism combining regulatory and political foundations with logical-linguistic modeling, allowing for the consideration of non-linear influence factors in the context of hybrid threats.
Research limitations. The study is limited by the difficulty of formalizing poorly structured data in the security sphere and the need to account for classified regulations governing the functioning of law enforcement agencies and defense enterprises.
