Competition rules in the european arms market on the regulation of competition in the european arms market

Abstract

Purposе: to identify the current rules of competition in the European arms market in order to formulate an adaptation strategy for Ukrainian producers that would be the key to further effective and mutually beneficial cooperation in this market.

Method: analysis and synthesis.

Findings: The authors outline the main regulatory features of the European arms market: strict licensing systems, export controls to prevent the transfer of sensitive technologies, transparent tender procedures, and support for small and medium-sized enterprises (SMEs). Measures to prevent market monopolization and promote a competitive environment through financial and administrative support mechanisms are described. Challenges and opportunities for Ukraine are explored, with an emphasis on the need to harmonize legislation with European standards, certify domestic defense products in accordance with EU requirements, and integrate domestic  producers into European supply chains.

Originality: The study presents in a systematized fashion the key features of the European arms market’s institutional framework, which is aimed at harmonizing the rules of conduct of its participants, promoting innovation, and encouraging cross-border cooperation, while ensuring fair competition between market participants. Strategic directions of Ukraine's integration into the European defense technological and industrial base are substantiated.
