Problems and prospects for the development of a public procurement system for the needs of the Ukrainian defense forces
Abstract
Purpose: description of the domestic model of public procurement for the needs of the defense forces, study of problems and prospects for the development of the public procurement system, analysis of defense procurement of foreign countries, comparison of their models and determination of directions for improvement of the system of public procurement in the sphere of defense of Ukraine.
Method: analysis; synthesis; description, historical and comparative methods of assessing the state of the public procurement system for the needs of the defense forces.
Practical implications: the specifics of defense procurement during the period of the legal regime of martial law and methods of conducting defense procurement by the participants are defined; analyzed changes in defense procurement in 2024 and their impact on updating and improving the defense procurement system; comparison of public procurement in Ukraine with similar practices abroad; the platforms used for defense procurement in Ukraine, Poland and the USA are presented and the specifics of their technologies are defined in the context of process transparency and ensuring the timely supply of necessary equipment and services; prospects and directions for improvement of the public procurement system for the needs of the defense forces of Ukraine are defined.
Future research: further research should be directed to an in-depth analysis of the impact of the changes introduced in 2024 on updating the modern system of public procurement in the field of defense, as well as evaluating the effectiveness of these changes in practice and their impact on international relations in the context of the transparency of public procurement processes in accordance with NATO requirements and the EU.
