Housing Provision System for Service Members of the Ministry of Defense and the Armed Forces of Ukraine: Current State and Development Prospects
Abstract
Purpose: The primary objective of this study is a systemic analysis of existing housing provision mechanisms for service members, the identification of key challenges, deficiencies, and risks, as well as the development of scientifically grounded proposals for improving this system through the implementation of modern managerial and digital tools.
Method. This work employs methods of systemic and comparative analysis, mathematical modeling, synthesis, and deduction.
Findings. The article provides recommendations for the digitalization of housing provision processes for service members through the creation of a unified electronic accounting system. This system includes personal accounts for those on the housing waiting list and a catalog of objects (projects). An improved model for housing acquisition is proposed, utilizing the electronic procurement system and non-price criteria for winner selection. Furthermore, an algorithm for implementing a portfolio approach has been developed, involving a flexible combination of investment, market, financial, and service tools depending on the needs of a specific region.
Practical implications. The application of the proposed tools will allow the Ministry of Defense of Ukraine to significantly reduce housing wait times, ensure full transparency of budgetary expenditures, and minimize subjective factors in the organization and implementation of housing provision. The research findings can be utilized in developing state social protection programs for service members and improving departmental regulations regarding housing provision for the security and defense sector.
