System of Preparing Citizens of Ukraine for National Resistance: Features, Attributes, and Components
Abstract
Purpose. To identify the systemic features and properties of the system of training citizens of Ukraine for national resistance, as well as to formulate and substantiate its structural components in order to clarify its functioning and ensure the assessment of the quality of citizens’ preparedness to perform national defense tasks.
Method. The study applies the method of system analysis, which makes it possible to consider the training of citizens as an integral socio-military system. Elements of the structural approach are also used to decompose the system into components and to identify their functional relationships, properties, and roles in achieving the system’s objectives.
Findings. A set of key system features (integrity, hierarchy, complexity, multi-subject nature, interaction with the environment) has been identified, along with its core properties (manageability, adaptability, continuity, mass coverage, and practical orientation). The structure of the system has been developed, including the following components: doctrinal framework, organization, training, resource provision, management and education, personnel, infrastructure, and interoperability.
Theoretical Implications. The study expands the scientific understanding of citizen training for national resistance as a distinct system with its own features, properties, and structure. The proposed approach provides a methodological basis for further assessment of its effectiveness and improvement.
