Methodical approach and models of research organization in the direction of increasing the effectiveness of mobilization in Ukraine in war conditions

Abstract

Purpose: Analysis of changes in approaches to mobilization during the Russian-Ukrainian war, in particular regarding the transition from forced mobilization to the popularization of military service and granting conscripts the right to choose the format of service according to the principle of “timeline” mobilization: “The more you risk, the less you serve, but you have the largest financial and social package for yourself and your family, and vice versa”.

Method: methods of “brainstorming”, analysis and synthesis, deduction and induction.

Practical implications: The modern aspects of military service, mobilization and military registration are defined, as well as the existing problems of the quality of manning with mobilization resources are highlighted, with the subsequent formation of recommendations on ways to solve existing problems.

Value: One of the ways is the introduction of a “timeline” mobilization system in Ukraine, which, in their opinion, will contribute to the formation of a positive image of military service, increase motivation for voluntary entry and ensure effective manning of human resources in wartime. The topical problems of the existing mechanisms for manning the Armed Forces of Ukraine with human resources during mobilization in war conditions are formed; a methodical approach to conducting research in the direction of improving the efficiency of mobilization in Ukraine is proposed; a draft of the latest model of military service under contract on the principle of “timeline”-mobilization is proposed; options for military service under contract during martial law have been formed; An approach to determining additional social guarantees for military personnel during contract service on the principle of “timeline” is proposed.

Future research: Further research should be directed to a more detailed study of possible options for contracts based on the “timeline” principle and other factors that can positively affect the state of manning with motivated personnel.
