Based on the application of the methodological approach developed by the authors and the constructed complex of mathematical models, the analysis of the tactical, technical and economic indicators of the main types of modern multipurpose tactical fighters, which are currently designed and mass-produced, and which can be considered as alternative options for procurement in order to update the fleet combat aircraft of tactical aviation of the Air Force of the Armed Forces of Ukraine. The alternative types of multipurpose fighters selected by the research objects fully comply with NATO standards and in the medium and long term will constitute the main range of such products on the world arms market. With the help of qualimetric models and based on the generalization of data on the tactical and technical characteristics of the types of multipurpose tactical fighters selected for the study, contained in open sources of scientific and technical information, the values of the generalized indicators of the combat properties of these types of aircraft were assessed, namely, the values of the coefficients of the combat potential of the aircraft in the destruction of air and destruction of ground (surface) targets. According to the obtained estimates of the indicators of combat properties and using the mathematical model of the cost of a multipurpose fighter, the obtained values of the price of one serial sample of each type of aircraft and the cost indicators of its life cycle in prices of a fixed financial year. Also, by using the constructed mathematical model, the maximum possible rates of mass production of certain types of multipurpose fighters were quantified. The “tender” task is to find the optimal plan for orders and supplies of heterogeneous resources to create elements (objects) of the CS structure, which maximizes the efficiency of using budget funds (expenses). The “transport” task is to find the optimal plan for orders and supplies of dissimilar consumable resources to restore the combat capability of the elements (objects) of the CS structure, which increases the efficiency of using the costs of resource support. If in the tender task the costs take into account the cost of resources and the cost of their delivery, then in the transport task the costs are only “transport” (for delivery).</p> <p>The proposed methodological approach is based on a universal formulation of problems of this class and a universal iterative method of “dynamic efficiency” of their solution, which is the development of methods of the theory of optimal solutions in military cybernetics. The procedure for organizing and holding of special measures for search of offenders by border guard division is defined. It is found that for the given period of time there are no practical recommendations to the chief of border guard division, concerning deliberate preparation, the order of the organization and the management of special actions concerning search of offenders on the fixed area of responsibility.</p> <p>In the conditions of dynamic development of the situation on the state border there are circumstances that require prompt response and timely implementation of measures to prevent illegal activities, namely the search and detention of offenders. The practice of implementing these measures in the area of responsibility of the border guard division in many cases indicates the dependence of the successful combating illegal activities on the deliberate organization of special measures. The problem is the need for scientific substantiation of a number of unresolved issues related to achieving a balance between ensuring the required level of economic and financial security of the country and the ability to ensure its economic stability and development of its economic potential. The purpose of the article is to substantiate the ways of reforming and developing the production of unmanned robotic systems at the enterprises of the defense industry of Ukraine through the development of international military-economic cooperation using public-private partnership. The normative-legal, organizational and economic factors that hinder their development in Ukraine are covered. One of the options for solving this problem for Ukraine is to develop its own models, modernize domestic developments of unmanned aerial vehicles, given that Ukraine does not have a full cycle of such equipment, it is impossible to develop samples of such weapons in the short term. Another option to solve this urgent problem is to use promising developments of unmanned aerial vehicles of the necessary parameters of the leading states in this field – the United States, Israel, Turkey by means of international military-economic cooperation (ІVEС).</p> <p>Priorities for the development of unmanned robotic systems have been identified, one of which is the use of international military-economic cooperation instruments, which are proposed to include strong and lasting cooperative ties, based on preconceived and agreed intentions, which are enshrined in long-term economic agreements and treaties. in the development and production of UAVs and UAVs between domestic companies - developers of unmanned robotic systems and leading foreign companies in the United States, Turkey, other NATO member states, Israel on the implementation of joint projects in this area. It is proposed to unite the efforts of the public and private sectors of the defense-industrial complex of Ukraine to intensify the production of unmanned robotic systems for various purposes, which makes it possible to create joint ventures in the form of economic organizations for the implementation of investment and innovation, capital-intensive, long-term projects and is an international practice. It is thanks to this that it becomes possible to distribute the risks of the project, attract significant investments to it and promote goods / services to the markets of other countries. Measures are proposed for the development of public-private partnerships in this area, in particular: the introduction of economic mechanisms for effective interaction between scientific and industrial complexes of various forms of ownership, as well as public-private partnerships of enterprises that ensure the development, manufacture and modernization of unmanned vehicles. The components of the calculation of various types of material reserves that are considered is the possibility of a rational determination of the volume of warehouse material reserve to ensure the prevention and elimination of emergencies and their consequences at a sufficient level, rational determination of the level of single material reserve at a sufficient level at a minimum value, as well as&nbsp; The material reserve of a group of single-type weapons in a given coefficient of security at a minimum value. For Ukraine, the issues of defense management, defense planning based on the principles of program-targeted management and defense resources management are insufficiently studied. The leadership of the Armed Forces of Ukraine and the state as a whole wants to move to defense planning according to NATO standards as soon as possible, namely using the “capability-based planning” method. However, today in Ukraine there is no methodological basis for the management of defense resources, which has negative consequences. Analysis of modern research shows that today the term management of defense resources is actively used, however, in the literature there are many ambiguous interpretations. In addition, it is difficult to find a unified approach to defense resource management. Therefore, it is necessary and urgent to define the term “resource management” and to outline the methodological basis for the management of defense resources in the Armed Forces of Ukraine. The formed methodological bases should give answers to the questions concerning the list, the maintenance and algorithm of realization of methods of management of defense resources, and also to open questions of practical significance of process of management of defense resources. The achievement of these requirements is inextricably linked with the provision of quality indicators of technical means of remote monitoring of dangerous objects, the complexity and intellectualization of location systems, sensor networks with the functions of network-centric interaction. The use of electronic countermeasures by the enemy, the rapid change of scenarios of combined interference determine trends that are aimed at increasing the probability of obtaining information in location systems, adaptation to the interference of various origins at short intervals. Lack of reliable information about the presence of the object can lead to unacceptable environmental and material losses, and false alarms – to unjustified additional costs. In this regard, an important area is to provide the most reliable information in the face of interference of various origins. The urgency of the problem is related to the search for a compromise between costs (cost and time of development) to build adaptive detection and recognition systems, and on the other hand, efficiency (simulation probability, implementation complexity), which is achieved by developing optimization criteria. At the same time, special attention is paid to ensuring high-quality indicators of detection and recognition in the conditions of changing and a priori unknown noise situation.</p> <p>An approach and criteria for the synthesis and analysis of digital adaptive detection and recognition systems have been developed.
