The purpose of the article is to publish the results of a study on the classification system of the technical condition – pattern recognition system. The article discusses the problems of choosing an effective recognition method, the main requirements for it, analyzes the selected method for classifying a technical condition (or pattern recognition of a technical condition), which is based on a statistical recognition method. The method has been implemented in a graphical shell (for use on personal electronic computers) using the python programming language and auxiliary scientific and graphic libraries. Reference objects were selected, the main defining parameters were determined that characterize the intensity of exhaustion of the resource potential, which were divided into two images of the technical condition, namely, “good” and “bad”, and the control object under study. As an example, the technical condition of the power elements of fighter aircraft of the Armed Forces of Ukraine, which have approximately the same resource life, and various statistical data on the intensity of use during operation, is analyzed. A methodical approach to substantiating the firepower requirements of a promising anti-aircraft missile system (system) is presented, which provides for the assessment of the components of firepower – search capabilities, firepower and fire resource, taking into account the intensity of the air attack, range and conditions of use of the complex (systems) for each type of goal. A list of indicators of firepower is given, namely, the average time of detection and recognition, the intensity of reconnaissance of targets, the density of the flow of missile launches (rate of fire), the preparation time of the first launch, the probability of hitting a target, and the average consumption of missiles per target. It is shown that the firepower indicators of a promising anti-aircraft missile system (system) at a given level of protection should be determined provided that it is necessary to defeat a selected group of air targets with a probability of not lower than a given level. The requirements for the firepower of a promising anti-aircraft missile system (system) can be substantiated using a complex of mathematical models that provide the opportunity to study scenarios of conflict-information interaction of a promising anti-aircraft missile system (system) and air targets in the form of a simulation machine experiment. It is established that the critical issues to ensure reliable protection of user during the performance of professional activities with the use of devices of individual protection of respiratory organs, which are not disclosed (not reflected) by the relevant regulations, the procedure of risk assessment, based on work conditions, verification of compliance of the filter respirator half-mask to anthropometric parameters of user’s face, taking into account the duration of filters protective action.</p> <p>It is shown that according to the normative acts of the organization for the assessment of the risks of occupational diseases both in the choice and operation of filter respirators is the responsibility of the employer, and the monitoring of faithful implementation of the recommendations on the effective use of filter respirators must be carried out by the departments of labor protection of the enterprise. It is proposed to assess risks of occupational diseases during the selection and operation of the filtering respirators one of the methods in accordance with the requirements of DSTU IEC/ISO 31010:2013. The recommendations on elimination of possible mistakes during this process to reduce the risk of occupational disease are provided. The new classification of filtering means of individual protection of respiratory organs was developed, which allows carrying out selection taking into account the peculiarities of conditions of work. It is shown that by using thermography of obturate band of filter respirator half mask, you can set it according to anthropometric parameters of the userʼs face. In doing so, the most active decrease was observed for the period from 2011 to 2012 (by 10%).&nbsp; For the period from 2007 to 2011 (before validity of the Decree), as well as for the period from 2014 to 2019 (after validity of the Decree), similar indicators increased by 2.5% and 3.1% respectively, indicating a need for aiming for reform the system of training and education of occupational health and safety experts and develop measures to motivation at enterprises to comply with the requirements of legal normative documents in the occupational health and safety obligatory. The main problems of the system of training of future occupational health and safety experts in universities of Ukraine are: the general nature of the content and essence of the existing “safety” competence (in the occupational health and safety field) in education standards leading to the formality of the training of students in the occupational health and safety field through convergence different disciplines, reducing the hours for their acquiring, changing forms of control of students' knowledge from examination to test, as well as moving of relevant disciplines in the choice category, resulting in the process of their elimination; the lack of “safe” competence in 68% of education standards; &nbsp;the lack of education standards for 44% specialties of training of future experts. The main ways to improve of work culture in Ukraine are: update of Decree No. 969/922/216, that will allow to concretize the requirements of the “safe activity” competence for the education standards on the&nbsp; principle “from the general to the specific”; development of mathematical models to determine of objective dependencies between qualitative characteristics of educational material and psycho-physiological abilities of a person to its acquiring during a certain time based on the provisions of&nbsp; known psychophysiological laws; inclusion in the characteristics of the teacherʼs qualification according to the types and results of professional activity of the “Licensed Conditions for Educational Activity” provisions concerning&nbsp; obligatory compliance the profile education or scientific degree and the subjects of scientific works of the teacher&nbsp; with the profile of the department and the disciplines that he teaches; providing educational standards to all specialties without exception, within which will take into account the requirements of Decree No. 969/922/216; transition of the social insurance system of Ukraine from the existing concept of payment of a unified social tax to the concept of a differentiated approach of payment of such tax in relation to the risk level of occupational dangers origin for each workplace. The characteristics of aircraft, digital information processing and transmission systems are analyzed and the organization of the search engine is investigated. Models for detecting the range of masked fire and armored vehicles and the probability of detecting a masked vehicle by one or a group of aircraft have been developed. This paper tries to explore the understanding of theoretical approaches to development economics and a helping strategy or re-construction instrument for developing countries. Through the reflections, the article critically argued the contribution of development economics in making development policy for developing countries. It is also focused on those development policies by international institutions and governments, how this is opportunities and state-building instrument. But recent global pandemic such COVID-19 raises a critical question for both donor and recipient of aid. The problems of the organization of forest management by the subjects of forestry activity, the governing body of which is the Ministry of Defense of Ukraine, are studied.</p> <p>The analysis conducted by the author of the article allowed him to conclude that since 1991 the main purpose of the creation and operation in the field of defense of forestry units has been constantly changing and distorted. At the time of its establishment in 1949, military forestries provided for the organization of exemplary forestry and reproduction of forests on defense lands around military airfields, training grounds, military arsenals, etc. Instead, at present, the main purpose of forestry entities, the governing body of which is the Ministry of Defense of Ukraine, has been reduced to making a profit. In addition, the abuse of officials at various levels and the inaction of the Defense Ministry, as a property management body, led to the unjustified alienation of land and means of production, which forestry units were endowed with during the creation and operation. The groundlessness of the alienation of the property of forestry units of the Defense Ministry, according to the author, is due to the special status of the property of military forestries. The analysis of the national legislation showed that with the independence of Ukraine the property of the institutions and organizations that were part of the Armed Forces of Ukraine acquired the status of military property. Among the threats facing our state on the way to protection of national interests and national security, the most vulnerable link was the information sphere. It should be noted that the issue of coordinated and proper use of communication opportunities at all levels of public policy – public diplomacy, public relations, military relations, information and psychological operations, measures aimed at promoting the goals of the state has always been acute. Public diplomacy is the realization of the soft power of the country in the international arena, the promotion of the interests of the state in the world by mobilizing the support of the foreign community. This support is achieved by stimulating the desire of the foreign community to consume the ideals of democracy, good governance, integrity, prosperity, security, success and unlimited opportunities for human development. Public diplomacy is one of the components of strategic communications, which has a key task – the formation of the image of the state and its institutions at the international level, the consolidation of important brands in the global information space. The development of state branding should be based primarily on the formation of the state/institutional narrative and broadcast to different target audiences. Thus, public diplomacy involves the formation of the image of all institutional components of the state. The success of economic growth and the dynamic development of relations with other countries largely depends on how the country's brand is formed and promoted in the domestic and global markets. The key factors of education for security arise from sustainable development objectives. The concept of education for security cannot be tantamount to the anticipated reduced curricula in schools. The concept of security must be promoted not only as one of human needs but as an indispensable determinant of development and vice versa. In order to better understand the message of this text, a study has been carried out on safety education programmes at various levels of education in the European Union. To achieve this goal, the work initially provides an analysis of the stages of development of emergency situations. It is shown that emergencies are objective (existing regardless of the attitude towards them) spatio-temporal processes, each of which is conventionally divided into five stages, namely: everyday accumulation of negative factors; extreme development of a negative factor; catastrophic event; elimination of the consequences of this event and their remote consequences. They occur in vehicles, man-made and natural objects, areas of the territory, water basins and mountains, cities and administrative regions. The type of each emergency is tied to a certain catastrophic event that can happen, is happening or has already happened. Then a prototype is considered - a typical structural - logical model of emergency management, which consists of six blocks. This is monitoring the situation (collecting everyday factors), identifying risk (detecting an extreme factor), analyzing risk (forecasting and modeling an emergency), preparing options for management decisions, making a decision and communicating it to executors. The subsequent impact on the situation (control object), through the structure of performers, closes the control loop, providing a continuous control process in the interests of preventing catastrophic events. On the basis of the prototype, a specific structural and logical model for managing an emergency of a terrorist nature caused by the detection of a small explosive device has been developed. It consists of thirteen blocks. This is situation monitoring, risk identification, warning and evacuation of people, search and identification of an explosive device, an explosive device, a dummy, a safe object, making a decision to use a special dome, preparatory measures, neutralizing an explosive device, localizing the consequences of neutralization, making a decision to resume and the work of the object, the impact on the situation.
